The problem exists in the gray spaces. Without special legal protections many officers wouldn’t want to risk taking the job. With them it makes it difficult to remove bad actors from their roles.
I don’t understand how they can reasonably deny the damages. Or how this could be considered an acceptable practice.
It seems to me that government destroying private property in this way, or stealing private property, is really clearly a Taking that must be compensated for under our Constitutional system. It is troubling that this isn't considered the case in this situation.
Until each citizen knows their rights and demands better of our representation unfortunately I think this is the best we can expect. Our only recourse is to educate ourselves and others on the appropriate processes and begin reigning in the overreaches and abuses of authority.
Perhaps treat law enforcement like lawyers and doctors where they are required to maintain a policy based on performance and history. Or some hybrid/layered system due to the unique overlap of federal/civil jurisdiction.

I think we all learned as little kids that if we break someone's stuff without good reason, we have to pay for it or otherwise make it right. And we learned as little kids that if we steal something, we absolutely have to make it right.
And I think steal is the correct word when it comes to Afroman's money. The Officer (the same one who wrote the bogus warrant application) counted the money, wrote the amounts on the evidence bags, and as I understand it, filed a document with the court (search warrant return) detailing the amount of money. Then, when it was returned to Afroman, it was counted by a police employee, in front of him and there was less money than was reported as being seized. The county absolutely should have made that right.
