MWPGM Bailey, have you ever grabbed one of those electrified wires, and tried to see how long you can hold onto the wire? Ha! BTW, after that barbed wire is installed as tight as possible, it sits in the Sun and stretches, loosening how tight it was when installed. That's a scientific property.
Nope, I've never touched an electric fence on purpose, but I have been accidentally zapped a number of times by fences, just not being careful enough. The dare we used to make as kids, but I don't remember anyone actually doing it was to pee on the electric fence.

I remember when the U.S. Steel barbed wire plant in west Duluth shut down in the early 1970s. It was the end of an age. The old plant was torn down & after years of dredging & removal of toxic wastes much of the land next to the river has been restored to a more wooded state. A bit further inland, the former manufacturing zone is now home to a huge Amazon distribution warehouse complex.
I assume the toxic wastes were from the stuff they coat the wire with to prevent rust?
Here one of the large Puget Sound cities had a huge manufacturing site right on the water that was extremely polluted. It sat empty for a long time, then as you mention with the one near you, it was dredged and cleaned up. That took years. But a couple of years ago, my wife and I stayed on that old site, in a fancy new hotel, the whole place has been transformed into a wonderful community with hotels, restaurants, shops, condos, the whole works.
I think that environmental cleanup happens so slowly that it might not register with us as actually happening, but we have made tremendous strides over the decades.

I too remember the barbed wire displays hanging on the walls of restaurants, so those were a thing here in the Pacific Northwest as well.
BTW, the Concorde supersonic jet, physically stretched in flight by 15 to 25 cm (about 6 to 10 inches) due to intense aerodynamic heating.
